DOH to exclude "kamote riders" from zero-balance billing policy

Take note, kamote riders and undisciplined motorists!

Hindi na isasama ng Department of Health ang mga road violators na masasangkot sa aksidente sa zero balance billing policy sa mga pampublikong ospital.

Ito ang inianunsiyo ni DOH Secretary Teodoro Herbosa ngayong September 11, 2025.

Ginawa ni Herbosa ang pahayag sa ginanap na joint press conference sa Mandaluyong City kasama si Jean Todt, ang United Nations Secretary-General’s Special Envoy for Road Safety.

Ayon sa kalihim, ang mga tinaguriang “kamote riders” at iba pang motoristang pasaway ay hindi na pagkakalooban ng free hospitalization sa ilalim ng programa.

Paalala niya sa road violators: “Today, I’m announcing that if you are admitted because you are not wearing a helmet, you are not wearing a seatbelt, you were drinking—you are now disqualified from the zero-balance bill.”

Road violators involved in accidents will not be denied care, but…

Wala pang binanggit si Herbosa na specific time kung kailan sisimulang ipatupad ang bagong patakaran.

Gayunpaman, sinabi niyang agad na itong ipararating ng DOH sa lahat ng ospital.

Paglilinaw pa ng kalihim, bagaman at hindi na kasama sa zero balance billing policy ang road violators, tatanggapin pa rin ang mga ito pag isinugod sa mga ospital.

Paliwanag niya: “We do not deny care.

“What we will do is bill them when they get discharged.

“If you drink, get into a crash, sustain injuries, and it is determined through blood tests or a breath analyzer that you were under the influence above the legal limit—then you are disqualified from the zero-balance benefit.”

ROAD CRASH AND ROAD TRAFFIC INJURIES STILL COVERED

Nilinaw naman ni Herbosa na ang mga biktima ng road crash and road traffic injuries ay covered pa rin ng zero-balance billing policy kung hindi nila kasalanan.

“All the victims of road crash will actually be covered—If they are admitted in any of our trauma centers and any of our DOH hospitals.

“They are covered by the zero balance, especially if the road crash is not their fault.”

Ang planong ito ng DOH ay bahagi ng pinaigting na kampanya ng ahensiya sa road safety.

Nananatili ang mga aksidente sa daan sa pangunahing sanhi ng pagkamatay ng mga Pilipino sa bansa.

Pinakamarami noong 2024 na umabot sa 37,000 deaths.

Umaasa si Herbosa na dahil sa patakarang ito ng DOH, mas magiging disiplinado ang mga motorista sa pagsunod sa mga batas trapiko.
