Telcos work together to block 44 illegal gambling sites

...in close coordination with government agencies.

Four telecommunications companies, together with government agencies, continue to work together to crack down on the growing problem of illegal online gambling operations.

Tinatayang 44 illegal online gambling sites ang matagumpay na na-restrict ng apat na major telecommunications companies sa bansa.

Nagtulung-tulong ang PLDT/Smart, Globe Telecom, Converge ICT, at DITO Telecommunity para mapigilan ang lumalaking problema.

Katuwang nila ang Department of Information and Communications Technology (DICT), Cybercrime Investigation and Coordinating Center (CICC), at National Telecommunications Commission (NTC).

Tugon ito sa congressional inquiry ni FPJ Panday Bayanihan party-list Representative Brian Poe-Llamanzares ukol sa maraming unlicensed online gambling firms.

Tinatayang bilyun-bilyong piso ang halaga ng nasisimot mula sa mga Pilipinong online users na gumagamit ng illegal gambling sites and apps.

Ang hakbang na ito ay pinamunuan ni DICT Secretary Henry Aguda, at suportado rin ni Philippine Amusement and Gaming Corporation (PAGCOR) at Chief Executive Officer Alejandro Tengco, na kinumpirmang nag-o-operate ang mga illegal sites na ito nang walang regulatory authority.

Ayon sa mga awtoridad, ang mga “illegal gambling platforms” ay kadalasang nagpapanggap bilang "livestreaming or entertainment apps.”

Kabilang dito ang Poppo Live, Awaz, Vone, BoloUP, Halla live, Niki (Nikki Live), Ximi Video Live, Gem Gala, Himme (Hime), at HiChat.

SUCCESSFUL EFFORTS TO BLOCK ILLEGAL SITES

Tinatayang 44 out of 52 identified websites at associated URLs ang na-restrict at naging “inaccessible," ulat ng CICC, ang cybercrime arm ng gobyerno.

Pinangunahan ng NTC ang paglalabas ng directive sa mga telcos upang ipatupad ang network-level restrictions kasunod ng imbestigasyon at policy guidance mula sa mga katuwang na government agencies.

Binanggit sa report na “near-total blackout” na ang mga illegal gambling sites and apps sa apat na telcos.

Lumalabas na may mixed online statuses ang gambling sites na Hala Live at Awaz sa PLDT/Smart, pero offline ang dalawang gambling sites na ito sa Globe, DITO, at Converge.

Ipinaliwanag ni Rep. Llamanzares ang kahalagahan ng pagtatalaga ng budget sa mga government agencies para maipagpatuloy ang mga kasunod na efforts.

Sabi ng congressman: “Through the amendments introduced by the Congressional Budget Amendments Review Sub-Committee, an additional PHP30.5 million for the Cybercrime Complaint Center, PHP25 million for the Threat Monitoring Center, and PHP121 million for the Cybercrime Response Center have been secured.

“These upgrades expand CRC’s capacity from 6,000 to 27,000 cases annually and enable the TMC to detect up to 7,000 threats each year.

“By empowering citizens to report through Hotline 1326 and ensuring every complaint is swiftly referred and acted upon, we are now in a stronger position to crack down on illegal online gambling operations that prey on our communities.”

THREAT FROM THESE SITES STILL lurks

Nagbabala naman ang DICT at CICC laban sa mga illegal operators kahit na nabigyan na ng restricted domain access.

Nakita sa report na aware ang mga illegal operators sa pag-restrict sa kanila ng mga telcos, kaya gumagawa sila ngayon ng paraan para makapambiktima ulit.

Ang modus nila, sinasabihan pa rin ang kanilang users na “everything is ok” para ipagpatuloy ang kanilang ilegal na operasyon.

Nagbabala naman ang DICT at CICC na may “criminal liability” ang sinumang indibidwal na nadiskubreng patuloy ang transaksiyon sa mga illegal sites na ito.

BROADER REGULATORY ACTIONS PROPOSED

Sa kabila ng network blocks na ginawa ng telcos at ng government agencies, isinusulong nila ang mas malawak na regulatory enforcement para tuluyang maipasara ang illegal online gambling platforms.

Narito ang dalawang proposed actions.

Una, ang App Store Removal.

May panawagan sa tech giants tulad ng Google at Apple na isakatuparan ang kanilang policies at tanggalin ang flagged down mobile apps na ito mula sa kanilang stores.

Pangalawa, hinihimok ang Bangko Sentral ng Pilipinas (BSP) na paigtingin ang kanilang payment-blocking measures, kabilang na ang hakbang na “seize the e-wallet funds (such as GCash and Maya)” ng mga users na nahuling nagkakaroon ng transactions sa mga illegal gambling services na ito.

Sa iba pang ulat, sinabi ng CICC na umabot na sa 10,000 sites ang naipasara nila para masumpil ng gobyerno ang illegal online gambling.

Binanggit ni CICC Acting Executive Director Renato Paraiso na naging posible ito sa pamamagitan ng partnership ng government agencies at private partners.

Isang hakbang na ginagawa ng CICC ay ang pakikipagtulungan sa grupo ng digital advocates at social media influencers para magkaroon ng awareness tungkol sa illegal online gambling.
