Dawit umano sina former Senate President Francis “Chiz” Escudero at mga dating senador na sina Ramon "Bong" Revilla Jr. at Nancy Binay sa mga katiwalian sa flood control projects ng pamahalaan.
Ito ang isiniwalat ni dating Department of Public Works and Highways (DPWH) Undersecretary for Operations Roberto Bernardo sa binasa nitong sinumpaang salaysay sa pagpapatuloy ng pagdinig ng Senate Blue Ribbon Committee ngayong Huwebes, Setyembre 25, 2025.
Ang tatlong personalidad ay tinukoy ni Bernardo na tumanggap umano ng milyun-milyong porsyento mula sa pondo ng flood control projects ng DPWH.

Bago binasa ni Bernardo ang sinumpaang salaysay, humingi muna siya ng tawad para sa mga kasalanang kanyang ginawa.
Hiniling din niyang mabigyan ng proteksiyon sa pamamagitan ng Witness Protection Program ng Department of Justice.
Saad ni Bernardo: “Ako po ay umaamin sa aking maling nagawa.
"Ako po ay hindi naging matatag at tapat sa pagpapatupad ng tungkulin na ipinagkatiwala sa akin ng ating pamahalaan at sambayanan.
“Taos-puso at puno ng pagsisisi na ako po ay humihingi ng kapatawaran sa Diyos, sa ating bansa at mga kababayan, gayundin sa aking pamilya, mga kaibigan, at sa lahat ng aking binigo.
“Nakagawa po ako ng pagkakamali at pinahintulutan ko po ang aking sarili na maging kasangkapan sa pagpapatupad ng isang masamang gawain.
"Handa po akong gawin ang lahat ng nararapat upang maiwasto ang aking kamalian at maiwasan na ito’y mangyari muli.”

SENATOR CHIZ ESCUDERO
"Maynard Ngu and I are close friends and we go years back. He is also a close friend and campaign contributor of Senator Chiz Escudero.
“Maynard Ngu asked me to submit a list of projects. I personally submitted a list of projects to Maynard Ngu and some of the items therein pertaining to Valenzuela and Marinduque projects were subsequently included in the General Appropriations Act [GAA].
“A copy of the list of Valenzuela and Marinduque projects is hereto attached to this affidavit as Annex A.
“When I gave him the list in relation to the commitment, I asked him, ‘Boss, paano ito?’
“Maynard replied, 'Bahala ka na.'
“I asked, ‘Boss, okay na ba ang 20 percent?'
“Maynard said, 'Okay.'
“After inclusion of the projects in the GAA, I delivered 20 percent of approximately PHP800 million or about PHP160 million to Maynard Ngu which was meant for Senator Escudero.
“Finally, I would like to add that deliveries of cash were personally made by me to Maynard Ngu at his office in Manila.”

FORMER SENATOR BONG REVILLA
"Usec. Trygve Olaivar used to work for Senator Ramon "Bong" Revilla and Senator Sonny Angara before his appointment as Usec for the Department of Education.
“Sometime in 2010, I met for the first time Usec. Olaivar who was then working in the office of Senator Bong Revilla.
“Later, I learned that he transferred to the office of Senator Edgardo Angara and then later, to Senator Sonny Angara.
“Sometime in 2024, Usec. Olaivar personally called me for a meeting to discuss about unprogrammed appropriations supposedly for the Office of the Executive Secretary.
“In the said meeting, he requested me to submit a list of projects. After the meeting I asked Bulacan First DEO [District Engineer Office] to prepare the list of projects for funding.
“Thereafter Engineer [Henry] Alcantara submitted a list of projects worth P2.85 billion. Subsequently, I submitted this list to Usec. Olaivar.
“Usec. Olaivar told me that the commitment is 15 percent. In his words, 'Boss, kinse yan.’
“Thereafter, the DPWH received a special allotment release order for PHP2.85 billion for the projects listed in Annex B.
“Engineer Alcantara from time to time would collect and deliver the agreed 15 percent commitment to me, which I delivered or cause to be delivered to Usec. Olaivar in Magallanes, Makati, and in other places.
“Sometime in the year 2024, Senator Revilla and I met where I gave him a list of projects given to me by Engineer Alcantara.
“Senator Revilla asked for a commitment which I suggested, and then he approved at 25 percent of the total amount on the projects indicated in the list hereto attached as Annex C.
“I relayed the 25 percent commitment to Engineer Alcantara and told him that Senator Revilla will appreciate additional contributions for his senatorial re-election bid.
“Engineer Alcantara collected the 25 percent commitment or about PHP125 million which was turned over to me and then delivered to Senator Revilla in his house in Cavite.”

SENATOR NANCY BINAY
"Sometime in the year 2024, Carlene Villa, a staff and trusted confidant of Senator Binay called me and asked for a commitment which was set at 15 percent of the total amount of the projects indicated in the list hereto attached as Annex D.
“I relayed the 15 percent commitment to Engineer Alcantara.
“Engineer Alcantara collected 15 percent commitment or about PHP37 million, which was turned over to me and which I then delivered to Senator Binay at a house in Quezon City.”
Si Chiz Escudero ay asawa ng actress-fashion influencer na si Heart Evangelista.
Si Bong Revilla, na nagdiriwang ng kanyang ika-59 kaarawan ngayong Setyembre 25, ay natalo nang tumakbo siyang muli bilang senador nitong May 2025 elections.
Si Nancy Binay ay kasalukuyang mayor ng Makati City.
