House vows to tackle ABS-CBN franchise renewal bills "fairly"

Congressman Franz Alvarez: "The grant of a franchise is not a right, but a privilege.”

Lagpas dalawang buwan na lamang mula ngayon ay magtatapos na ang franchise to broadcast ng ABS-CBN.

Pero hanggang ngayon ay wala pang tinatalakay sa Kongreso at Senado tungkol sa mga panukalang batas na magbibigay ng panibagong prangkisa sa broadcast giant.

Ayon kay Congressman Franz Alvarez, chairman ng Committee on Legislative Franchises, pag-aaralang mabuti ng kanyang kumite ang mga panukalang batas ukol dito.

Sa panayam ng The Philippine STAR sa mambabatas, na nailathala ngayong Biyernes, January 3, sinabi nitong ang pagbibigay ng isang prangkisa ay isang pribelihiyo at hindi karapatan.

Pahayag ni Alvarez: “The advice of Speaker Alan [Peter Cayetano] to us was to make sure that we would be always fair and impartial in reviewing the application of ABS-CBN, or the application of any other public utility, for that matter.

“This is why we have to hear all sides and find out if ABS-CBN violated the provisions of its franchise.

“But we should all be reminded that, under the law, the grant of a franchise is not a right, but a privilege.”

Isang malaking usapin noong taong 2019 ang franchise renewal ng ABS-CBN dahil sa hayagang pagsasabi ni Pangulong Rodrigo Duterte na haharangin niya ang batas ukol dito.

Noong December 30, 2019 ay sinabihan pa niya ang mga may-ari ng network na ibenta na lamang ang istasyon.

Nag-ugat ang galit ni Pangulong Duterte sa ABS-CBN dahil hindi raw nito inere ang kanyang political ads noong 2016 Presidential Elections.

Komento ni Congressman Alvarez ukol dito: “Does the President and many others who have made statements against ABS-CBN’s election coverage and election ad placement system have a legitimate grievance against ABS-CBN?

“Did ABS-CBN violate the provisions of its franchise?

“Can ABS-CBN credibly defend its privilege of being granted a renewal of its franchise?

“These are just some of the questions that our committee will seek to answer when we conduct hearings on the matter once Congress resumes session three weeks from now.”

Sa ngayon, may siyam na panukalang batas sa Kongreso at isa sa Senado na naglalayong mabigyan ng panibangong 25-year franchise ang Kapamilya Network.

Patuloy naman ang pagtuligsa ng mga watchdogs ng freedom of the press sa nangyayari sa prangkisa.

Tingin ng mga ito ay tagilid ang kalayaan ng pamamahayag sa sistema ngayon, kung saan walang nakikitang independence ang legislative branch sa executive branch.
