Kinontra ng Court of Appeals ang naunang desisyon ng Office of the Ombudsman na ma-dismiss sa kanilang mga posisyon sa Quezon City si Councilor Roderick Paulate at tatlo pang opisyal ng nasabing lungsod.
Enero ng kasalukuyang taon, na-dismiss sa puwesto si Roderick at tatlo pang opisyal ng Quezon City dahil sa umanoâ??y pagha-hire ng â??ghost employeesâ?? noong 2010.
Sa resolusyong pinirmahan ni Ombudsman Conchita Carpio-Morale, hinatulan ng guilty si Roderick, kasama sina QC Councilor Francisco Calalay at city liaison officers Flordeliza Alvarez at Vicente Bajamunde, sa kasong falsification of official documents, serious dishonesty, at grave misconduct.

Ayon sa ulat ng ABS CBN News online, kinontra ni Associate Justice Stephen Cruz ang naunang hatol kaya naman pinagbigyan ng Court of Appeals ang kampo ni Roderick ang petisyon for review.
Sa kanyang 17-page decision, nakasaad dito na bagamat may pirma at may issue of certification ni Roderick at tatlo pang opisyal ang diumanoâ??y ghost employees, nabigo ang Ombudsman na patunayan ang kaugnayan ng mga opisyal sa reklamo sa kanila.
"[T]hey merely relied in good faith on their subordinates. Further, there was no substantial evidence to prove that petitioners planned and conspired to defraud the government and benefit therefrom."
Nitong January, lumabas sa imbestigasyon ni Ombudsman Carpio-Morales na natuklasan nilang may 60 ghost employees na may posisyong field inspectors, district coordinators, at office aides.
Napag-alaman umano ng Ombudsman na hindi tunay na tao ang mga empleyado at ang mga sahod ng mga ghost employees na ito ay napupunta umano kina Roderick at Calalay.
Si Roderick ay muling tumakbo bilang konsehal sa second district ng Quezon City noong May 2016 elections, at nanalo siya ulit.
